ITANAGAR, Jul 05: Governor of Arunachal Pradesh JP Rajkhowa and Chief Minister Nabam Tuki congratulated Ranphoa Ngowa for cracking the prestigious UPSC examination-2014. He was the lone candidate from the state this year to achieve the feat.
