Tuki reviews opening scopes of employment

ITANAGAR: Chief Minister Nabam Tuki reviewed his ambitious scheme of opening scopes of employment for youths of the State with officials of Employment Generation and Skill Development Councils in the backdrop of experiences gained in the last 6 months. 


Taking into account the hurdles experienced in providing gainful employment to jobless youths, Tuki directed modification in the Government’s strategy so that success rate is close to 100 per cent. Accordingly, a detailed programme has been chalked out to train about 8,000 youths in the current financial year.

As per feedback received from training institutes, several candidates dropped out at the last moment to pursue further studies while some dropped out during training due to various reasons. Tuki took serious note of the causes and felt that a different and student specific strategy has to be incorporated by the Government to make the novel and ambitious programme a success.

Earlier, the Government under Tuki as the Chief Minister had embarked upon the ambitious skill development programme to provide employment opportunity to youths, particularly matriculates and school/college drop outs. 

A first of its kind anywhere in the country, Job–cum–Skill Development Selection Rally was organized on August 30, 31 and September 1, 2013 at Indira Gandhi Park, Itanagar which was attended by more than 12,210 youths from different parts of the State. 

Thirty–three reputed Vocational Training Providers (VTPs) from different parts of the country participated in the Job Fair to sensitize, counsel and select candidates for different training programmes which included Beauty culture & Hair dressing, Spa & Wellness, Electrician, Wire man, Fitter, Computer operator, Security Guard, Welder, Plumber, Fashion Technology, Retail Sales & Marketing, Tourism & Hospitality, Banking & Finance, BPO, Information Technology, Laboratory Technician, etc. Some of the important VTPs were VLCC, International Institute of Wellness Studies (IIWS), Apparel Training & Design Centre (ATDC), Central Institute of Plastics Engineering & Technology (CIPET), IL&FS, O2 Spa Academy, Amazing Networks Pvt Ltd, Orion Edutech, Emporium Training & Consultancy Pvt Ltd, PCT Institute Ltd, Indira Gandhi Technological & Medical Sciences University, Gorgeous Parlour–cum–Training Institute, etc. At least 9,012 youth were selected for various courses during the three–day event.

Under this unique initiative, the Government provides to and fro travel cost subject to a maximum of Rs 5,000 per person, training cost at the rate of Rs 25 per trainee per hour, boarding and lodging at the rate of Rs 300 per trainee per day, cost of assessment, certification and placement. Training duration ranges from an average of 3 to 6 months.

In the last about 6 months, 2,625 youths have been deputed for training out of which 1,073 have completed their training. 1,038 youths have been offered placement with annual package of Rs 1.00 lakh to 1.80 lakh. As per market practice, certain trades also offered boarding, lodging and transport facility in addition to salary. As per latest data, 735, about 71 per cent of those offered placement, have joined their jobs and 368 have either dropped out, not joined or opted for self employment back home.

Some of the most popular trades have been Beauty Culture & Hair Dressing, Spa and Wellness, Hospitality & Tourism and Banking & Accounting.

At least 223 youths have been selected by prominent 5 stars hotels in Beauty & Spa Therapy – Oberoi Hotel – 24, ITC– 32, Lila Palace – 9, Pride Hotel – 6, Madhuban Resort – 10, Head Master – 6. Meanwhile, 27 youths have been employed in the International Airport Kolkata in Hospitality trade and 19 have been appointed by Eternal HR Services. There are many other companies which have recruited in smaller numbers in different cities.

Encouraged by the response, government organized district level job fairs from February 12 to 28, 2014 in order to reach out to remote locations to facilitate participation of youths from rural areas. This effort yielded good result and 4,931 youth have been selected by 23 VTPs. They could not be sponsored for training during the elections. However, they will be deputed after the election process is over.

The programme has been a very successful experiment and many State governments such as those of Nagaland, Assam, Meghalaya, Tripura, Jammu & Kashmir, Chhattisgarh, etc have organized similar job fairs taking the cue from Arunachal Pradesh. This was stated in a press release. Source-'The Sentinal'
