IMPROVING SKILL DEVELOPMENT MISSION OF ARUNACHAL PRADESH

Devesh Dubey, Itanagar,July 07: The major agenda for the government in the coming years would be job creation as India has a proportionately high younger population. The government needs to focus on skill development and creating skilled manpower as proposed policy changes.

Arunachal Pradesh is up with the challenges of growing number of unemployed youth in the state. The state government has accorded utmost priority to youth development ever since Nabam Tuki assumed the Chief Minister’s chair.
The priority for the state government is to create new avenues and opportunities for the youth. The state government has identified 2.9 lakhs unemployed youth and henceforth, designed some appropriate skill development programmes. To scrutinize the skill development initiative, the government has suggested a data bank of employment generation through schemes in various sectors such as; Government, corporate, public, private and self-employed. Most significant of them is the self employed sector.
For this purpose, state Government has set up Arunachal Pradesh Skill Development Council (APSDC) and Arunachal Pradesh Employment Generation Council (APEGC) in early 2012 as a regulatory body for youth development programmes. Both agencies monitor the activities encompassing skill development, vocational training and employment generation, among others. In the recent past the state government has closely worked under the strategic guidance of PM’s Council on Skill Development, National Skill Development Agency and the Directorate General of Employment and Trade. With persistent efforts, the state has developed an implementation framework, which has benefited a sizable number of youth in the state.
The programme aims at improving employability of educated unemployed youth. Under this initiative, a Job Mela-cum-Skill Development Interview Rally was organized from 30th August to 1st September 2013 at Itanagar. This saw a total of 9012 candidates registering and 1598 candidates were selected and are currently undergoing training. This programme intends to provide employment to 6308 youths. The state government had embarked upon this ambitious skill development programme, particularly for matriculates and school and college drop outs.
CM of Arunachal Pradesh Nabam Tuki, in order to enhance the scope of these activities has requested the Central Government, stating requirement of the state in his letter to Sarbananda Sonowal Union Minister of State for Sports & Youth Affair, Skill Development & Entrepreneurship. The demands consist of:   
• Establishment of Skill Development Centres (SDCs) at block level
• Establishment of a “Regional Institute of Training of Trainers”
• Fund for enhancing the institutional infrastructure for skill development
• Establishment of regional centre for skill development under the aegis of the Ministry of Skill Development, GOI in the state
The basic agenda of these demands clearly suggest the willingness of the government, perhaps the only way forward.  
Also there is a need to refocus on our entire education system for effective skill development. Incentivize the big organizations to put the people for teaching. Skill development cannot be a monopoly of the government. NSDC is an enabler. The center should make skill development a mission in India. Allow public private partnerships in skill development.

Government alone cannot give jobs to unemployed youth and the need of the hour is to promote and facilitate means of self-employment by imparting productive skills to youngsters. The responsibility on SDC is huge and it can be fulfilled only through deliberation and coordination between all concerned departments.
