Proposal for survey of foothill road

Aadil Mir, Itanagar, Jul 20:  In a meeting with Chief Minister Nabam Tuki and representatives from Ministry of Road Transport and Highways and state highway authorities Union minister of State Home Rijiju said that fund will never be a constraint in implementation of road projects in Arunachal Pradesh but some of the issues related to it needs to be addressed properly and timely. to review the status of highways and other road projects in the state in New Delhi on July 18.
He said that roads would also be built under Border Area Development Program in a very hard pressed timeline for which he will convene a meeting shortly.
Rijiju informed that MHA has made provision for additional funds under BADP for Arunachal Pradesh. He requested the Arunachal Pradesh government to identify projects which need to be undertaken under this head. He also communicated that a director level officer from MHA will be deputed to visit the state and interact with the officials to finalize the list of projects to be undertaken for utilization of this project provision.
The re-alignment issues at Daporijo, Bame and Darka on Potin to Pangin (BOT) road was discussed and it was unanimously decided that the road should pass through Daporajo district headquarters and other realignment issues to be similarly resolved.
When the minister's attention was drawn towards difficulties being faced in executing the project on EPC basis by the Chief Engineer (highways), Rijiju suggested that identification/segregation of the projects should be done on case-to-case basis on either EPC or on item rate contract basis. This will be forwarded to MoRTH for consideration, he said.
The meeting also discussed the 4-laning of Itanagar-Banderdewa section of NH52A which is pending in MORTH and would be immediately processed for sanction.
It was also informed in the meeting that many of the road projects are awaiting forest, environment and wildlife clearances which need to be taken up with Environment and Forest Ministry.
The list of such projects will be provided by Arunachal Pradesh Highway Zone and MoRTH officials to the office of the Union Minister of State for Home for taking it up with the MoE&F for expediting clearances of the same.
Earlier, Tuki apprised the Union Minister about various issues related to re-alignment, land allotment and forest clearance, etc concerning implementation of highway projects in Arunachal and stressed on early resolution of the same.
He also stressed upon maintenance during construction of ongoing highways, especially at the stretches where ground execution has not yet started. He also emphasized on development of East West Highway corridor (from Balemu to Ruksin) running along the foothills region of Arunachal Pradesh.
